A host of charges involving two different cases have been filed against Tiffani Hendley, a council member in Norristown and a former member of the Norristown Area School Board.
According to court documents, charges in the first case (docket) filed on September 7th include three third-degree felonies and four-second degree misdemeanors. The three felonies are Theft By Unlaw Taking-Movable Prop, Conspiracy – Theft By Unlaw Taking-Movable Prop, and Receiving Stolen Property. At least two others, Marlena Green (docket) and Barbara Milligan (docket), have also been charged in relation to this case.
In the second case (docket), also filed on September 7th, Hendley was charged with the third-degree felony of Fraud Obt [obtain] Foodstamps/Assistance.
According to the complaint in the first case, Hendley’s sister, Marlena Green, was named the power of attorney for their aunt, Patricia Hogue, who has dementia and moved in 2021 from Ohio to Pennsylvania to be cared for by Green.
In 2022, their uncle (a brother of the aunt being cared for) suspected that Green had misused up to $500,000 of his sister’s funds between June 2021 and March 2022. Bank records showed purchases from Tiffany’s, multiple purchases at Neiman Marcus, out-of-state trips, luxury vehicles, among numerous other purchases and expenses.
How is Hendler involved? The complaint outlines Hendley being provided funds from the aunt’s accounts. On July 21, 2021, a cashier’s check was written from the aunt’s bank account to Hendley for $5,000 and on August 25, 2021 there was a second cashier’s check for $10,000. In addition to the checks, there were also eight transfers through Zelle (a Venmo like service) totaling $6,670, plus the purchase of a flight to New Orleans for $278.80. Finally, there was also a $65 CashApp transfer to Hendley from the account of another person that Green served as the power of attorney for.
After the allegations in March 2022, the court appointed a guardian of the aunt’s estate and co-guardian of the aunt herself. This attorney, Kevin Ryan, Investigated the aunt’s financial accounts and interviewed those involved. According to the complaint, Hendley was not able to provide an answer when asked what the funds provided to her from her aunt’s accounts were used for.
The complaint in the first case concludes with the following paragraph:
Based on financial records, Kevin Ryan’s conversation with Tiffani Hendley, as well as text messages between Marlena Green and Ronnie Hogue [the aunt’s husband], it is readily apparent that Tiffani Hendley was keenly aware of Marlena Green’s activities relating to her status as power-of-attorney for Patricia Hogue, as well as her own responsibility in accepting funds from Patricia Hogue.
A text message to Hendley seeking comment on the charges was not returned. We spoke with her attorney, Thomas Egan, but he had not yet talked in detail with his client. Norristown Council President Thomas Lepera offered a “no comment” when we asked about the situation.
Hendley was arraigned for the first case and is currently free on bail, which was $100,000. A preliminary hearing is scheduled on November 3rd at 10:00 a.m. before Magisterial District Judge Richard H. Welsh.
In regards to the case involving food stamp fraud, a preliminary hearing is scheduled for October 10th at 10:45 a.m. before Magisterial District Judge Margaret A. Hunsicker.
