On July 27th, Plymouth Township’s council held a livestream during which it was claimed by the township that developer Brian O’Neill had agreed to, and then backed out of, a set of conditions (view at the bottom) he would add to his application for a proposed data center at 900 Conshohocken Road in Conshohocken (Plymouth Township).

The council also announced that O’Neill had submitted a validity challenge to the township’s zoning code. MoreThanTheCurve.com has filed a right-to-know request to obtain this document. We will report on the specifics of that challenge once we have had the opportunity to review.

While making the statement, Council President Lynne Viscio offered that “The Township will not entertain such theatrics” from O’Neill and that it would continue to direct its solicitor to oppose the application that is before the zoning hearing board. The next hearing is scheduled for August 6th.

The Philadelphia Inquirer spoke to O’Neill after the livestream and claimed that he had agreed to most of the conditions submitted by the township.

During the livestream, likely in response to questions previously posed by MoreThanTheCurve.com, the council defended its decision not to adopt an ordinance specifically addressing data centers. We will address this more fully in another article.

The council did not address the other question we previously asked: whether it had been contacted by Governor Josh Shapiro or his administration regarding the application for the data center. In 2025, Shapiro stated publicly that he intended to help secure sites for data centers. Today, MoreThanTheCurve.com will submit right-to-know requests with the township and state to see if there has been any communication between the state and the township on the issue.
