Presentation in Plymouth Township on draft ordinance to ban the retail sale of dogs, cats, and rabbits

On the October 6th agenda (view) for the meeting of Plymouth Township’s council, there is a presentation on a draft Humane Pet Shop Ordinance from Humane World for Animals, which, if adopted, would “prohibit the retail sale of dogs, cats, and rabbits in pet shops while permitting adoptions through shelters and rescue organizations.” Humane World for Animals was previously known as The Humane Society of the United States. The society changed its name in February 2025

There appears to be only one business in the township that sells dogs, which is Playful Pets at 115 Ridge Pike in Conshohocken (Plymouth Township). We could not find a business in the township involved in the sale of cats or rabbits. PetSmart at The Metroplex sells fish and small animals, but does not offer dogs, cats, or rabbits for sale. It does work with rescues for the adoption of those animals.

A similar presentation was made in West Norriton Township in April 2025. View the presentation and the text of the draft ordinance. It essentially accuses the retail stores of selling animals in humane conditions and obtaining the animals from irresponsible breeders.

The meeting is scheduled for Monday, October 6th, at 6:00 p.m. at the township building.
