We have no idea who sent this to us.  It came to us via a nondescript email address with an obvious fake name as the label. We read through it completely a few times and at times believe it is from someone within the Borough, or previously with the Borough, and sometimes feel it is not.

Why do we feel it is from someone from within the Borough?  They seem to have read the un-redacted proposal based on recognizing that certain proposed measurements do not meet current Borough code.  That info can not be gleamed from the redacted proposal provided to MoreThanTheCurve.com.

However, the author makes a few references to Padot, which we believe is meant to be PennDot.  That type of simple, but glaring mistake, makes us question if the person is involved in municipal work.
